Download THE GIMP and the Liquid Rescale plugin to do this. THE GIMP is free software available in linux and mac and last but least: windols

This feature called "Content-aware scaling" in Photoshop CS4. And Available in Edit Menu, on floating (non BG) layers.Ability to "remove people from photos" works like Patch Tool in Photoshop, and it not so fantastic.

The feature is under the Image menu of the main toolbar. It can only work on layers, not background. So if you open an image in Photoshop, you have to paste it to a new file to work with it.
