No. That's why he says that he's a guy.Transgender people call themselves by their target gender. By example, a man becoming a woman would call himself a girl, she, etc.He's a crossdresser, which means that unlike transgender people he may impersonate the opposite sex but has no desire to actually BE the other sex.
